The Ten CRVS milestones framework

Sharing of information

Definition

Information sharing includes all activities during which some information about the individual event is shared with other systems – for example, sharing a national identification.

Description

Procedures for sharing files with other authorised official agencies, including any restrictions on use and permitted disclosures, should be detailed in a document jointly signed by the highest authority for civil registration – for example, the Registrar General and the head of the sharing agency.

Similarly, requests for disclosures for research purposes of vital records information identifying individuals or institutions should be submitted to the Registrar General for approval. Approvals should be based on compliance with the criteria for such disclosures, which should be clearly set out in the relevant regulations.
