  2. Request donor support for CRVS activities
  3. Introduce punitive measures for people who fail to register vital events
  4. Develop a comprehensive multi-sectoral national CRVS strategy detailing budget and commitments required for implementation
  5. Ensure that a national CRVS coordination mechanism reports to the highest level of government and includes representation of all levels of government involved in the CRVS system
